• Prohibits operators of motor vehicles from using electronic communication devices while operating within a school zone, except when the vehicle is stopped or a hands-free device is used.

• Electronic communication devices include wireless cellular telephones, personal digital assistants, or portable computers used for making/receiving calls or composing/reading electronic messages, but exclude integrated GPS/navigation systems.

• Violations constitute a misdemeanor punishable by a fine of $500, imprisonment up to 30 days, or both.

• Exempts authorized emergency vehicle operators acting in official capacity and FCC-licensed radio frequency operators.

• Effective date: November 1, 2011.
