• Establishes the "Oklahoma Firearms Freedom Act" to exempt firearms, accessories, and ammunition manufactured in Oklahoma and remaining within state borders from federal law, taxation, and regulation.

• Requires firearms manufactured or sold in Oklahoma under this act to be clearly marked "Made in Oklahoma" on a central metallic part such as the receiver or frame.

• Restricts eligibility to possess or purchase covered firearms to persons who have not been convicted of felonies, adjudicated as legally incompetent, or committed to mental health institutions.

• Declares Oklahoma firearms manufactured from basic materials (polymers, metals, wood) without significant imported parts are not subject to federal interstate commerce regulation.

• Makes it a misdemeanor crime punishable by up to one year in jail and/or $2,000 fine for federal officials to enforce federal firearms laws on Oklahoma-made firearms retained within state borders; authorizes Oklahoma Attorney General to defend state citizens prosecuted federally under these circumstances.
