Creates the Oklahoma Enumerated Powers Act establishing new legislative procedures for the Oklahoma Legislature.

Requires every act of the Oklahoma Legislature to include a concise explanation of the specific Oklahoma constitutional authority for each portion of the act.

Requires every act of the Oklahoma Legislature to include a concise explanation of the specific United States constitutional authority for each portion of the act.

Prohibits any bill from being enacted into law unless it contains both the Oklahoma and United States constitutional authority explanations required by the act.

Effective date: November 1, 2011.
