• Amends Oklahoma's concealed handgun license laws to authorize lifetime licenses for military veterans and active-duty military personnel at reduced or no cost

• Military veterans may obtain lifetime concealed handgun licenses for $125.00; active-duty military personnel receive lifetime licenses at no fee

• Veterans and active-duty personnel with licenses issued prior to November 1, 2011 may renew for life (veterans pay $25.00 renewal fee; active-duty personnel pay nothing)

• Adds condition allowing firearms to be carried openly without license when person has reasonable fear of bodily harm, filed emergency protective order, or obtained court-granted protective order

• Effective November 1, 2011
