Amends 21 O.S. § 1277 to clarify unlawful carrying of firearms in certain prohibited places for those with valid concealed handgun licenses.

Adds subsection allowing handgun transportation in vehicles on school property only when driven by a licensed person solely to transport students to/from school, with vehicle not remaining unattended.

Amends 21 O.S. § 1280.1 to remove reference to concealed handgun license suspension for violations on school property; establishes misdemeanor penalties (up to $250 fine) for unlawful carry violations.

Expands exemptions to include district judges, associate district judges, special district judges, and private investigators with firearms authorization when acting within scope of employment.

Becomes effective November 1, 2011.
