Amends 11 O.S. Section 22-112 to change the definition of "dilapidated building" by reducing the time threshold for structures that have been boarded and secured from 36 consecutive months to 18 consecutive months

Allows municipal governing bodies to condemn and remove dilapidated buildings that meet the revised criteria, including structures that are hazards to public health, safety, or welfare

Requires property owners to be given at least 10 days' notice before a hearing on whether their building should be condemned and removed

Municipalities may place liens on properties for demolition costs, which become coequal with ad valorem taxes and take priority over other liens until paid

Effective date: November 1, 2011
