• Amends Oklahoma law to authorize cities and towns to construct and provide parking spaces, curb cuts, ramps, and signage for physically disabled parking and access.

• Requires signage for disabled parking spaces to display sign R7-8 (with international symbol of access) and sign R7-8a for van-accessible spaces; permits existing signs with alternative language to remain until replaced.

• Mandates that beginning January 1, 2012, cities, towns, municipalities, and political subdivisions designate at least one parking space reserved specifically for physically disabled wheelchair users, with specifications of 9 feet wide with a 5-foot adjacent access aisle.

• Requires wheelchair-designated spaces to be painted distinctive orange color and display signage stating "Wheelchair User Only" to distinguish them from other disabled parking spaces.

• Extends special parking privileges to persons displaying placards or plates indicating physical disability or wheelchair use, and requires compliance with federal Americans with Disabilities Act Accessibility Guidelines (ADAAG).
