Amends Title 69 O.S. 2001, Section 1711 to clarify toll exemptions on Oklahoma turnpikes with an exception clause referencing Section 2 of the act.

Exempts law enforcement officers responsible for enforcing traffic and general laws on turnpikes from paying tolls when performing official duties.

Exempts public school transportation equipment and auxiliary transportation equipment as defined in Title 70, Section 9-104 of Oklahoma Statutes from paying turnpike tolls.

Requires the Oklahoma Turnpike Authority to promulgate rules necessary to administer and enforce the toll exemptions.

Declares an emergency effective upon passage and approval of the act.
