Amends the teacher minimum salary schedule for Oklahoma public schools, establishing new salary floors based on years of experience and degree level (Bachelor's, Master's, or Doctor's).

Provides separate minimum salary schedules for school years 2005-06, 2006-07, and 2007-08 through 2010-11, with schedules expanded to include experience years 26-30 beginning in the 2011-2012 school year.

Defines "fringe benefits" to include retirement benefits and flexible benefit allowances, and allows school boards to credit more experience years on district schedules than state minimums allow.

Requires the State Board of Education to recognize teaching experience from accredited out-of-state districts and certain work experience with state agencies (Department of Human Services, Department of Corrections) for certification and salary increment purposes.

Declares an emergency and establishes an effective date of July 1, 2011.
