Removes certain benefit uniformity requirements from the State and Education Employees Group Insurance Act, allowing more flexibility in plan offerings across different locations and employer groups.

Eliminates premium uniformity requirements, permitting education entities and participating groups to negotiate different rates rather than paying identical premiums as state employees.

Removes indemnity health plan uniformity requirements, allowing the Oklahoma State Employees Benefits Council to contract with multiple health plans rather than limiting options to the Board's plan only.

Modifies the Oklahoma State Employees Benefits Council's duties to remove requirements for uniform benefit options and uniform offerings between state employees and group insurance act participants.

Becomes effective November 1, 2011.
