Freezes the employee benefit allowance for three consecutive plan years beginning January 1, 2012, preventing increases or decreases during that period.

Allows the Legislature to determine the benefit allowance amount after the three-year freeze period expires.

Prohibits eligible dependents of active state employees working for education entities from receiving the dependent benefit allowance if they are offered financial incentives to not participate in school district-sponsored cafeteria plans.

Maintains existing flexible benefits plan provisions allowing participants to use benefit dollars for various health insurance options, dental plans, disability coverage, and life insurance.

Becomes effective November 1, 2011.
