Amends the Physical Therapy Practice Act (59 O.S. 2001, Sections 887.1, 887.2, and 887.17) to modify and clarify definitions related to physical therapy practice in Oklahoma.

Adds legislative intent that the act be liberally construed to promote the public interest and protect public health, safety, and welfare through state regulation of physical therapy licensure.

Expands the definition of "practice of physical therapy" to include examining, evaluating, testing individuals; designing treatment interventions including therapeutic exercise, functional training, manual therapy, therapeutic massage, assistive devices, and wound care.

Clarifies that physical therapists may provide services without physician referral for: children receiving services under the Individuals with Disabilities Education Improvement Act; screening and education in wellness/fitness settings for injury prevention; and screening/educational procedures within physical therapy scope of practice.

Effective date set for November 1, 2011.
