Amends the Oklahoma Art in Public Places Act to change state agencies' requirement to allocate 1.5% of capital project expenditures from "shall" to "may" allocate, making it discretionary rather than mandatory.

Limits maximum assessment for any single project to $500,000 and clarifies that the discretionary allocation applies to projects approved after the effective date of the act.

Maintains the existing division of assessment funds with 4/5 going to the Commissioning of Art in Public Places Revolving Fund and 1/5 to the Art in Public Places Administrative and Maintenance Revolving Fund.

Establishes an effective date of July 1, 2011 and declares an emergency clause for immediate implementation upon passage and approval.
