• Requires both houses of the Legislature to approve proposed rules or amendments by concurrent resolution before they can take effect, shifting authority from executive to legislative branch oversight.

• Allows the Legislature to approve, disapprove, delay, suspend, or amend rule implementation, and provides procedures for rules that are not specifically approved to be deemed disapproved.
