Requires commercial driver license applicants subject to federal regulations (49 C.F.R. Part 391) to submit and maintain current medical examiner certification with the Department of Public Safety beginning January 30, 2012; failure to comply results in downgrade to Class D license

Establishes new Motor Vehicle Report fee structure with three-year ($25), five-year ($30), ten-year ($35), and Oklahoma Lifetime ($40) report options available through the Department or motor license agents, with portions deposited into General Revenue Fund and DPS Revolving Fund

Expands the definition of "serious traffic offense" for commercial drivers to include operating a commercial motor vehicle while texting, and makes it unlawful for commercial motor vehicle operators to use cellular devices to text while the vehicle is in motion

Requires Oklahoma Highway Patrol to be the sole provider of escorts for "superloads" (vehicles 20 feet or greater in width) and establishes escort fees including cost per unit plus 1.5 times the Trooper Step 7 pay rate

Increases administrative penalties for employers who allow prohibited drivers to operate commercial vehicles (from $2,500-$10,000 to $2,750-$25,000) and for employees violating out-of-service orders (from $1,100-$2,750 to $2,500-$5,000)
