• Amends Oklahoma's Sex Offenders Registration Act (57 O.S. 2001, Sections 583-584) to expand the definition of "local law enforcement authority" to include tribal police departments for offenders residing in Indian Country.

• Modifies registration requirements to specify that addresses must be "mappable addresses" with zip codes and establishes that physical addresses, not post office boxes, are required for all registrations.

• Requires sex offenders designated as habitual or aggravated to register for lifetime and establishes address verification procedures (annual for level 1, semiannual for level 2, every 90 days for habitual/aggravated offenders).

• Clarifies that the duty to register does not prevent sex offenders from owning or leasing residences in restricted areas under Section 590, and provides immunity from civil liability for public officials conducting registration duties in good faith.

• Effective November 1, 2011.
