Amends 68 O.S. 2001, Section 1503 to reduce annual fees for coin-operated devices, effective July 1, 2011.

Reduces fees for coin-operated music and amusement devices from $150 to $50 annually; reduces fees for coin-operated vending devices requiring $0.25 or more from $150 to $50.

Maintains reduced fees for lower-denomination vending devices ($10 for devices under $0.25) and bulk vending devices ($5-$15 depending on distribution mechanisms).

Declares an emergency, making the act effective immediately upon passage and approval in addition to the July 1, 2011 effective date.
