Amends the Empowered Schools and School Districts Act to require public schools to submit an empowerment plan if more than 50% of parents and legal guardians sign a petition requesting empowerment designation.

Requires schools to collaborate with parents and legal guardians in preparing and creating the empowerment plan.

Empowerment plans must include the school's mission, proposed innovations, affected programs and policies, waiver requirements, expected academic improvements, cost savings, and evidence of majority support from administrators and teachers via secret ballot.

Prohibits discrimination against school employees by the school district, superintendent, or employee organizations for exercising or not exercising rights under the Empowered Schools and School Districts Act.

Becomes effective July 1, 2011, with an emergency clause allowing immediate effect upon passage and approval.
