Expands Oklahoma's malicious intimidation and harassment statute (21 O.S. § 850) to include sexual orientation and gender identity as protected classes alongside existing protections for race, color, religion, ancestry, national origin, and disability.

Establishes felony penalties of up to 10 years incarceration and/or fines up to $10,000 for violations, with civil liability for damages resulting from violations.

Prohibits malicious intimidation through assault, battery, property damage, threats, telephonic/electronic messages, or broadcast/published materials intended to incite imminent violence against protected persons.

Requires the Oklahoma State Bureau of Investigation to develop a standard reporting system for hate crime data collection and mandates monthly reporting by all state, county, city, and town law enforcement agencies.

Effective date: November 1, 2011.
