Amends the Oklahoma Charter Schools Act to add the State Superintendent of Public Instruction as a charter school sponsor, in addition to existing sponsors including school districts, technology center districts, and higher education institutions.

Modifies the definition of "charter school" to include those established by contract with the State Superintendent of Public Instruction or State Board of Education.

Requires applicants seeking to establish a charter schools to complete charter school training of no more than 10 hours provided by the State Department of Education before submitting applications.

Establishes that charter schools sponsored by the State Board of Education must be located at Office of Juvenile Affairs facilities, with state aid distributed directly by the State Board of Education rather than through local school districts.

Effective July 1, 2011, with an emergency declaration allowing the act to take effect immediately upon passage and approval.
