Amends 63 O.S. 2001, Section 2-101 regarding the Uniform Controlled Dangerous Substances Act by modifying the definition of "drug paraphernalia."

Expands the definition of drug paraphernalia to specifically include "blunt wraps, wraps or cigar wraps" — individual tobacco wrappers made wholly or in part from tobacco (including reconstituted tobacco) that are designed to be sold to individuals.

Maintains existing exclusions from drug paraphernalia definition, including water pipes designed for ornamentation with no detectable illegal substances, traditional American Indian religious ceremony pipes, and antique pipes 30 years or older.

Effective date: November 1, 2011.
