Authorizes the State Treasurer to invest state funds in gold or silver, determining adequate quantities in relation to investment amounts.

Adds precious metals as a new authorized investment category (paragraph 10) to the existing list of permissible investments in 62 O.S. 2001, Section 89.2.

Maintains existing investment requirements including keeping 80% or more of funds invested, prioritizing safety and liquidity, and following written investment policies.

Effective date of July 1, 2011, with an emergency clause for immediate effect upon passage and approval.
