HB 1920 Summary

• Requires the Oklahoma Commission for Teacher Preparation to develop and administer reading professional development programs for elementary and early childhood education teachers licensed prior to July 1, 2001 who are currently teaching in K-3 grades.

• Professional development program must train teachers on the five elements of reading instruction: phonemic awareness, phonics, reading fluency, vocabulary, and comprehension.

• Program must be scientifically research-based, meet National Staff Development Council criteria, and comply with state professional development requirements.

• Program must address both content skills and methodology, with optional technology component.

• Effective date is July 1, 2011, with an emergency clause allowing immediate effectiveness upon passage and approval.
