Modifies the minimum permit fee for oversize/overweight vehicle permits to the lesser of $40.00 or $0.40 per mile, rather than a flat $40.00 fee

Maintains the additional $10.00 fee per thousand pounds in excess of legal load limits

Continues existing apportionment structure where the first $1,216,000 monthly from permit fees goes to general apportionment under Section 1104, with excess deposited in the Weigh Station Improvement Revolving Fund

Requires the first $20.00 of minimum permit fees (rather than the full fee) to be deposited in the General Revenue Fund until $20 million is collected annually

Establishes an effective date of July 1, 2011 and includes an emergency clause for immediate implementation upon passage
