Amends 82 O.S. 2001, Section 105.1 to clarify definitions related to water rights and water appropriation permits in Oklahoma.

Defines seven permit types for water appropriation: definite stream, domestic use, regular permit, seasonal permit, temporary permit, term permit, and provisional temporary permit.

Specifies domestic use includes household purposes, farm/domestic animals up to normal grazing capacity, and irrigation of up to 3 acres for gardens, orchards, and lawns.

Clarifies permit characteristics including duration limits (temporary permits maximum 3 months, provisional temporary permits maximum 90 days) and whether permits vest permanent water rights.
