Amends Oklahoma Statute 69 O.S. 2001, Section 1201 regarding public highways and section lines to expand when counties cannot open new public highways.

Prohibits boards of county commissioners and the Department of Transportation from opening or maintaining a public highway on section line segments that meet all three conditions: land within former federal facility now held in public trust, privately owned land for business facility with $10 million capital investment and 25+ employees, or segment blocked by impassable barriers like rivers, airport runways, or rail lines.

Retains the requirement that all three circumstances must exist simultaneously before the prohibition applies, ensuring property owners retain ingress and egress rights to their land.

Becomes effective July 1, 2011, with emergency declaration allowing immediate effect upon passage and approval by the Governor.
