Creates the State Licensing for Paint Contractors Act establishing a regulatory framework for paint contractors and journeyman painters in Oklahoma.

Establishes the Examination Commission for Paint Contractors composed of five paint contractors appointed by the Department of Labor to conduct examinations, investigate complaints, and recommend license issuance or disciplinary action.

Requires paint contractors to obtain licenses through examination and pay fees ($2,500 for four-year paint contractor license; $500 for four-year journeyman painter license), with license expiration every four years and renewal requirements.

Grants the Department of Labor authority to suspend or revoke licenses for fraud, incompetency, misconduct, or violations; authorizes administrative fines up to $1,000 per violation and permits district court injunctions against violators.

Creates the Paint Contractors Revolving Fund to hold all fees and fines collected, with funds budgeted and expended by the Commission to implement the act; effective date November 1, 2011.
