Amends 22 O.S. 2001, Section 1161 regarding criminal acts committed by persons in a state of insanity and their treatment and release procedures.

Requires courts to order psychiatric examinations by the Department of Mental Health and Substance Abuse Services and conduct hearings within 45 days to determine if acquitted persons are presently dangerous or require continued supervision due to mental illness.

Establishes a seven-member Forensic Review Board appointed by the Governor to evaluate and make recommendations regarding therapeutic visits, conditional releases, and discharges for individuals found not guilty by reason of insanity.

Provides procedures for conditional release with specified conditions, annual reporting requirements, and mechanisms for revocation if the person violates release conditions or requires reinstitutionalization.

Effective date: November 1, 2011.
