• Amends Oklahoma motor vehicle law to clarify guidelines for denying issuance of driver licenses and revocation of driving privileges.

• Prohibits the Department of Public Safety from suspending, revoking, or denying license modifications based solely on administrative actions (municipal, state, or federal court records); action requires a final conviction.

• Allows Oklahoma licensees to receive modifications to driving privileges as provided in Section 6-205.1, preventing denial of modifications based on administrative proceedings.

• Establishes that modifications of suspension/revocation periods apply only to Class D motor vehicles and clarifies definitions of "conviction," "revocation," and "modified."

• Effective date: November 1, 2011.
