Amends 70 O.S. 2001, Section 1210.515 to allow persons under 18 years old who completed and passed a reading proficiency test from another state to submit results to the Oklahoma State Department of Education for verification and approval.

State Department of Education has 30 days from receipt to verify that the out-of-state reading proficiency requirements are equivalent or comparable to Oklahoma's standards for eighth-grade reading level proficiency.

Upon verification and approval by the Department, the person receives documentation needed for a driver license application in Oklahoma.

If the out-of-state reading proficiency documentation is disapproved, the person may take an alternative reading proficiency test as provided under existing law.

Effective date: November 1, 2011.
