Amends 2 O.S. 2001, Section 16-8 (Oklahoma Forestry Code) to expand powers of the Forestry Division

Grants the Forestry Division authority to provide oversight of volunteer rural fire departments through Rural Fire Coordinators employed by the Rural Fire Defense Program

Authorizes Rural Fire Coordinators to conduct audits of volunteer rural fire departments, with audits coordinated and paid for by the Division

Continues existing Forestry Division powers including wildfire prevention/suppression, equipment purchases, and law enforcement authority

Declares an emergency, making the act effective immediately upon passage and approval
