Reduces the filing deadline for mechanics' and materialmen's liens from 4 months to 90 days after last furnishing of materials, equipment, or labor (Sections 142 and 143).

Requires lien claimants (other than original contractors) to send pre-lien notice to owners and contractors 75 days before filing, with exemptions for residential projects and claims under $2,500 (Section 142.6).

Modifies lien statement requirements to include "the cause for filing the lien" as a mandatory component in filings under Sections 142, 143, and 150.

For oil/gas mineral interests, changes filing deadline from 45 days to 90 days after labor is performed (Section 150).
