Removes municipalities from the five-year judgment limitation period under 12 O.S. Section 735, allowing judgments against municipalities to remain enforceable longer than judgments against private parties.

Modifies 62 O.S. Section 365.5 to allow municipalities discretion in spreading judgments on budgets at 20-33.33% (instead of a fixed one-third) before payment becomes required.

Changes payment procedure for municipal judgments to permit the governing board to determine the payment percentage within the flexible range, rather than mandating automatic one-third payments.

Updates 62 O.S. Section 365.6 to reference the new discretionary percentage framework when determining reimbursement levies for municipal judgment payments.
