Amends 85 O.S. 2001, Section 4 to clarify language regarding workers' compensation coverage for injuries occurring outside Oklahoma's borders.

Extends workers' compensation protections to employees injured outside the state if the employment contract was entered into in Oklahoma and the employee was acting under employer direction.

Allows injured employees to elect to file claims in Oklahoma or pursue benefits under the law of the state where the injury occurred, with protections against being precluded from recovering under both systems.

Accepts the provisions of federal Public Law No. 814 (49 Stat. 1938) to extend workers' compensation jurisdiction to all federal government property and premises within Oklahoma's boundaries.

Effective date: November 1, 2011.
