Amends the Oklahoma Open Records Act (51 O.S. 2001, Section 24A.5) to extend record response deadlines from immediate provision to 30 days, with a 60-day maximum if more time is needed.

Requires public bodies to include written notification explaining delays and estimated completion time if they cannot provide records within the initial 30-day period.

Expands the definition of public records subject to the Open Records Act to include records of private entities that enter into contracts or agreements with state agencies.

Adds requirement that any record open for inspection must be available for copying or reproduction in the same medium as the original record.

Amends convenience fee law (62 O.S. 2001, Section 41.5q) to clarify that convenience fees for electronic transactions must first be applied to recover vendor costs before any other use, and requires state entities to file records with the Information Services Division.
