Amends 47 O.S. 2001, Section 14-120.1 regarding oversize loads and escort vehicle requirements on Oklahoma highways.

Modifies escort vehicle requirements by changing the width threshold from "twelve (12) feet or more" to "exceeds twelve (12) feet" for vehicles operating on state highways and Interstate highways.

Requires escort vehicle operators to be certified by the Department of Public Safety, with exception allowing uncertified persons to tow specified trailers (maximum 8.5 feet width, 20 feet length, 4 feet siding height) when escorting manufactured homes.

Authorizes the Commissioner of Public Safety to promulgate certification rules and enter into reciprocal agreements with other states for recognizing escort vehicle certifications.

Declares an emergency, making the act effective immediately upon passage and approval.
