• Establishes the "Transparency in Agency Lobbying Act" requiring state agency employees serving as legislative liaisons to file lobbying disclosure reports with the Secretary of State.

• Legislative liaisons must report time spent lobbying (once exceeding 5 hours per week) and related expenses including handouts, presentations, meals, gifts, and travel.

• Reports must be filed every two weeks during legislative session and monthly when legislature is not in session, with a $100 initial filing fee and $10 per day penalty for late submissions.

• Exempts certain legislative activities from reporting requirements, including official agency reports, legislative committee requests, budget hearings, and mandated annual reports.

• All filed reports are subject to the Oklahoma Open Records Act and becomes effective November 1, 2011.
