Amends Section 9B of Article X of the Oklahoma Constitution to clarify tax levy application in areas where college technology center school districts overlap with state-established technology center school districts.

In overlap areas with college technology center districts established under Section 4423 of Title 70: only college district levies apply, except incentive and building fund levies may be made by either district with revenues split 50-50, and only one district may levy in the overlap area at any given time.

In overlap areas with college technology center districts established under Section 4420 or 4420.1 of Title 70: overlap territory is subject to all levies from both types of districts that are approved by voters.

Effective date is July 1, 2011, with an emergency clause allowing the act to take effect immediately upon passage and approval.
