Creates the Interstate Compact for Birth Certificates Act to establish standards for state birth certificate issuance distinguishing between persons born subject to U.S. jurisdiction and those not subject to U.S. jurisdiction.

Requires signatory states to designate persons born subject to U.S. jurisdiction as "natural-born United States Citizens" on birth certificates and related documents.

Defines "subject to the jurisdiction of the United States" consistent with the Fourteenth Amendment to mean a child with at least one parent owing no allegiance to a foreign sovereignty, or a child without foreign citizenship or nationality.

Makes the compact effective only upon Congressional consent pursuant to Article I, Section 10, Clause 3 of the U.S. Constitution.

Effective date: November 1, 2011.
