Establishes fee schedule for Department of Public Safety records, including $50 for video copies and $50 for still images from incidents on compact disc, while maintaining standard copying fees for other records.

Requires public bodies to keep confidential employee home addresses, telephone numbers, social security numbers, employee identification numbers, and birth dates in personnel records.

Declares an emergency effective date for the bill to take effect immediately upon passage and approval.
