Authorizes municipalities and counties with adopted comprehensive plans to impose development impact fees on new development as a condition of approval, provided fees are based on proportionate share of public facilities costs.

Establishes that impact fees may only be imposed for specific public facilities including water/wastewater systems, roads, bridges, storm-water facilities, parks, and public safety facilities.

Requires municipalities adopting impact fee ordinances to establish a Development Impact Fee Advisory Committee with at least 50% representation from development/building/real estate industries, and mandates two public hearings before adoption.

Mandates segregated accounting of collected fees by category and service area, with refund provisions if fees are not encumbered within five years or if capacity becomes available and service is denied.

Provides administrative appeal and arbitration processes for developers to dispute impact fee determinations and permits payment under protest to obtain development approval.
