Makes application under Article V of the U.S. Constitution to Congress for calling a constitutional convention to propose amendments to the federal Constitution

Limits convention scope to four specified subject areas: federal fiscal management/balanced budget; congressional legislative process improvements; restraining federal government powers and unfunded mandates; and state legislative power to repeal federal acts and regulations

Establishes this as a continuing application that remains in effect until rescinded by the Oklahoma Legislature

Clarifies the application may be aggregated with other states' applications addressing any of the four subjects to determine if two-thirds threshold is met for calling convention

Directs the Chief Clerk of the House to transmit copies to federal officials including the President, Congressional leaders, and state legislatures
