Honors Corporal Frank Buckles, the last surviving United States veteran of World War I, who died on February 27, 2011, at age 110.

Recognizes his military service including enlistment in Oklahoma City on August 14, 1917, and service in France and Germany as an ambulance driver evacuating wounded soldiers.

Acknowledges his World War II service as a prisoner of war held for three and one half years after the Japanese invasion of the Philippines.

Notes his military decorations including the World War I Victory Medal, Army of Occupation of Germany Medal, and French Legion of Honor.

Honors his burial at Arlington National Cemetery on March 15, 2011, and recognizes Oklahoma's loss of America's last "Doughboy."
