Proposes a constitutional amendment to allow establishments whose primary business is retail food sales (such as grocery stores) to sell wine for off-premises consumption

Authorizes retail package stores (liquor stores) to sell refrigerated wine, beer, and mixed beverage coolers, which is not currently permitted

Permits liquor stores to sell nonalcoholic beverages designed to be mixed with alcoholic beverages on their premises

Requires small winemakers (producing no more than 10,000 gallons annually) who choose to sell directly to retailers to also sell to the new food retail establishments on the same non-discriminatory basis as package stores and restaurants

Directs the Secretary of State to refer the proposed constitutional amendment to voters for approval or rejection through a ballot measure
