Proposes an amendment to Section 4 of Article XXVIII of the Oklahoma Constitution to permit sales of nonalcoholic beverages and wine/spirit accessories at liquor stores.

Allows package stores to sell items specifically designed to mix with alcoholic beverages (such as mixers), as well as bottle openers, corkscrews, and other wine and spirit accessories.

Directs the Secretary of State to submit the proposed constitutional amendment to voters for approval or rejection through ballot referendum.

Establishes ballot language explaining the measure would allow liquor stores to sell nonalcoholic items designed to be mixed with alcoholic beverages and wine/spirit accessories, with implementing legislation to be enacted by the Legislature.

Requires the Chief Clerk of the House to file copies of the resolution with the Secretary of State and Attorney General immediately after passage.
