Calls a Constitutional Convention to convene July 15, 2013 in Oklahoma City to alter, revise, amend, or propose a new state Constitution.

Establishes 112 delegates comprised of 76 from the Legislature (52 House, 24 Senate), 14 from Executive Department agencies, 6 from Judicial Department, and 16 from the public at large, with geographic and partisan balance requirements.

Convention must adjourn by June 30, 2014 and delegates receive mileage and per diem reimbursement capped at 90 days of service.

Any proposed constitutional changes must be submitted to voters for approval at the 2014 General Election; prohibits the Convention from repealing provisions added through initiative petitions or legislative referendums.

Requires the resolution itself to be submitted to voters at the next general election for approval before the Convention can proceed.
