Proposes amending Oklahoma Constitution Sections 9A and 10A of Article V to clarify language regarding legislative district apportionment for the State Senate and House of Representatives.

State Senate: Maintains apportionment into 48 senatorial districts with the 19 most populous counties each constituting one district and the 58 less populous counties forming 29 two-county districts.

State House: Establishes House representation based on a formula dividing state population by 100 to determine the ratio of representation, with counties qualifying for additional representatives based on population ratios.

Directs the Secretary of State to place the proposed constitutional amendment on the ballot for voter approval with a specified ballot title describing the proposal.

Requires the Chief Clerk of the House of Representatives to file copies of the resolution with the Secretary of State and Attorney General immediately after passage.
