Proposes a new constitutional amendment adding Section 38 to Article II protecting citizens' right to participate in rodeo sports and livestock shows, subject to reasonable regulation by the Legislature and Oklahoma Department of Agriculture, Food, and Forestry.

Defines "rodeo sports" to include bareback riding, steer wrestling, calf roping, saddle bronc riding, and bull riding; defines "livestock shows" to include shows involving horses, cattle, pigs, sheep, and goats, with Legislature able to modify definitions by statute.

Directs Secretary of State to refer the amendment to voters for approval or rejection with specified ballot title and language explaining the measure protects rodeo sports and livestock shows while preserving regulatory authority.

Requires Chief Clerk of House to file one copy of resolution with Secretary of State and one with Attorney General immediately after passage.
