Proposes constitutional amendment to Section 23 of Article V regarding restrictions on legislators and statewide elected officials after their terms end

Prohibits former legislators and statewide elected officials from state employment or compensation for 2 years after term ends, with exceptions for retirement benefits and certain teaching/instructional positions

Allows former legislators to return to teaching positions with school districts, career technology districts, or higher education institutions if they worked there for 3+ years prior to election

Permits former legislators to work for counties, cities, towns, and other political subdivisions, and allows those elected to new offices or appointed to Governor's Cabinet to receive lawful compensation

Directs Secretary of State to refer the proposed amendment to voters with specified ballot title describing restrictions on lawmaker employment and compensation after leaving office
