Proposes a constitutional amendment adding Section 25A to Article X of the Oklahoma Constitution to restrict how state government entities can incur debt

Prohibits state agencies, authorities, boards, commissions, and departments from incurring obligations that require multi-year legislative appropriations or depend on tax revenue for repayment, unless approved by voters under existing Section 25 provisions

Exempts revenue bonds repaid through user fees or charges collected for use of specific government assets (real or personal property) from the new restrictions

Applies only to obligations incurred on or after January 1, 2013, leaving pre-existing debt unaffected

Directs the Secretary of State to refer the proposed amendment to voters for approval or rejection at a statewide election
